Also for those not familiar with Cat she is the realtor on site at Pelican Beach.
I just spoke with Cat. First, splash pad was not discussed with her and she did not see the proposed plan or financial details. She is strongly opposed to the splash pad. In her opinion, noise and fencing from the splash pad would be a nuisance and would negatively effect resale values. Increase in HOA would be also a concern for resale. She said that just a pool/spa would be good improvement and could be build for much less money (quoted 600K from another resort). She also said that buyers constantly comment on the dirty looking pavers around the existing pool and this needs to be addressed asap. FYI.
What, if anything could be done to postpone the voting? I feel that our concerns are just being ignored. “Official” emails to the board also get zero action. Are there procedural ways to do that without just spilling our frustrations here with no action taken? Respectfully.
We are using this forum address to run this discussion on the upcoming proxy vote for the hot tub/splash pool/pool. We apologize for the crudeness of this site but we wanted to get it up quickly.
We were at Pelican Beach last week for Labor Day and overheard Kathy one of our board members discussing this new project. This is the first we had heard of the project. So after some research into the board minutes at the HOA website we found that the board had approved 30,000.00 in February to look into this project. No mention of the project was listed in any of the minutes in dates there after.
As you will see in the packet you were sent this increases our HOA fees by at least 30% or more if they don’t run into any delays for at least three years. Given the lack of time allowed to us to make an informed decision we felt it necessary to offer a place to ask questions of other owners and express opinions.

Just received and reviewed the 2019 Pelican Pool Project. Outstanding planning by our Board! Great utilization of wasted beach front property, which will relieve pressure on our small beach and crowded pool. Great opportunity for Pelican Beach Resort to take the next step in meeting needs of families vacationing at our resort.
this space could be and has been used for private receptions, organized events etc.
so not really a wasted space, just under utilized.
the snow birds love this area as a gathering.
When people spend $ 2 – $ 3 thousand dollars to go to the beach, they don’t
want to go to a pool on the deck and be told they don’t deserve to be on the beach.
I am sure you may have seen the uproar over our beach kindness or lack of.
the reviews only hurt us more. the people that read the reviews are the ones that decide where to spend their
hard earned money. and any negative reviews will just make them move on.
Our condos stay rented almost 100 % during the season so how can this really bring in
more revenue? we can’t get any more occupancy anyway.
no mention of this only being useful for 6 months out of the year.
I could suggest we put more luxury beach lounges, cabanas, beautiful gas fire places,
as center pieces to attract more people to the deck .
I am sure you could think of many more ideas also. Please vote no until we the owners
as a whole can think this through.
does anyone ever remember a “notice of special members
meeting” for a proxy vote of any kind in the past?
If the original developer decided that the pool should go where it is
due to beach damage don’t you think he would have thought of other locations.
This building is set back from the water edge line for a reason.
My thinking on this is when the storm surge does come over the current dunes,
it is not a matter of if, it is a matter of when, the surge will just bounce off and go directly into the first floor. Currently this area is a catch basin for a reason.
I am concerned about the way this voting is being presented.
I still have questions about the status of renegotiating the beach service
rules. As an owner I will never like the fact that I as an owner cannot set
up my own equipment on the front row if I am willing to get up before
the beach service arrives. In the past this has worked as well as any
other situation.
Several new ” rules ” have been forced on the owners
that we may or may not agree with. I would prefer that at least a vote being
presented to the owners. I think we deserve that respect. The past issues
have the ability to be changed. However something like this proposal is
something that cannot be undone or changed.
We have held off on any response to the proposed renovation until we received our packet to be fully informed. We received our packet today and are still NOT fully informed.
1. We are requesting that the vote on this proposal be delayed. There was 30,000.00 allotted in Feb. or Mar. for a study on a pool project. Today we all learn a pool also means a splash pad. We feel the owners should all have been surveyed on each separately. And not combined as one. This was misleading and did not allow for any input from owners at that time. The pool/hot tub, should be voted separately from the splash pad. Those who are in favor of a pool may not be in favor of a splash pad. Also the issue of the terrace should be separate from the vote on whether we want a pool or not. Having said that why are the owners of Pelican Beach Resort being asked to foot the bill and provide the terrace with a pool? If we vote to allow them to use it they should pay ALL COSTS EQUALLY!!!! Why should they only have to pay 45,000.00/ 400.00 per unit?? We will also pay extra in insurance costs, Property taxes, And they have equal access! If they pay equally this would bring the cost is Pelican owners down. This should be voted separately, as should the pool and splash pad.
2. Having said that we want to say we support the idea of a pool in front of the resort. Although the plan as submitted is extremely disappointing. As Chad Blakeman said in the packet… go big or go home, the plan for the pool does not go big. We feel it is too small, I realize you can’t change the width but you can change the length. We would like to see the pool go all the way in front of the Resort, eliminating the splash pad. See photo from Silver Beach Towers….beautiful!! How about incorporating the hot tub into the pool to save space for more seating and walking, And if we are really using our imagination why don’t we see if we can incorporate the tiki bar. How about stools at that end of the pool. for a swim up bar. Now that’s a wow factor!! The other side of the tiki could still be used for walk up. The plan now eliminates all tables by the tiki bar that people sat at to have a cocktail and or lunch. People are not going to be encouraged to buy food or drink if they have no where to sit. Or have to stand holding a drink. Nothing screams 1990 more than a white fence. And multiple gates! As proposed this is going to look like a hamster maze. If you want something to appear small and confining, fence each section off / 4 separate areas with 4 gates! This has no flow to the design. PleAse look at all the pictures you included. First, they have modern cement walls, which would help with storm surge keeping the sand out of the pool. Their designs are open and spacious, we have limited width but we have to work and enhance what we have. NONE of the beautiful examples you included have a splash pad in the front of their Resort! Sun Destin has room, therefore putting it on the side. Pelican Beach is a Resort, and we should strive to make any additions high end, classy something people will talk about !! Cramming all of this in the front with gates and fences looks like the motel 6 on the side of the expressway. Had this process been done openly, ALL owners could have and should have had In put on a project of this size. I’m sure there are many who have useful suggestions. Instead this is all done in the dark of night, and crammed down our throats with a all in or out vote that must happen in less than 2 weeks. You have been working on this three years? At last years annual it was said nothing would be done because you could not get equipment in? This is a big investment and should not be rushed through.
3. The Splash Pad, it is obvious the HOA board members DID NOT use due diligence with regards to this proposal. Do you know, according to recent studies (I will be posting) splash pads are a cesspool of bacteria and germs. Please people do your research before voting! The average age of a child that uses them is a child in diapers! Unlike a pool there is very little water used, in a pool if a child has an accident in a diaper the pool must be shocked but doesn’t really pose much danger to other swimmers because of the volume of water. A splash pad however if a toddler urinates or poops they sit in it and it automatically is drained down and pushed right back out from the ground or from above. And how many times do you see children with their mouths open and trying to drink and on the equipment? Children can become very ill from this, also there is an issue with chemical burns on babies. We will be held liable for any child harmed by this. Splash Pads are now employing monitors to safe guard against this. Is this added liability something we want to take on if a child becomes ill, is hospitalized or worse? This should have been researched an a report submitted to unit owners before any vote is taken. Also I would like to note there is no plan as to how this is laid out. Small children use a lower density spray and a area would have to be separate from those older kids, they like high density with moving parts such as water cannons etc. We simply do not have space for this. We were simply given a list of what it may include an I guess anything beyond that will be a surprise. I also want to say the owners on the first floor that will be forced to look at this eyesore should have a opinion that should weigh very heavy on this process. No doubt this will be a negative for them in the value of their property and also their rentals. There are a couple for sale now and they have been on the market for a long time, this metal monstrous obstruction would serve as an additional negative. It would be nice to have the space on the side or back for playgrounds and splash pads but we don’t and the Gulf Front of our building is not the place. That is probably why none of our competitors have splash pads on the Gulf. You included negative reviews on our current pool, we fully agree! But I have never Seen a review wanting a splash pad. There is a wonderful water park directly across the street. You can get tickets at the front desk. FYI this park was shut down for several days this summer for the very issue I addressed.
4. $$$ I took note at your “projected” cost at 1.3 million, I think it is safe to say you can add 20% to that in cost over runs. Also should be noted that does not include completed baths, which will become an additional coast to HOA monthly fees. The owners should be provided and I am requesting the full itemized contract for review, rather than remitting word of mouth. This should be provided along with all concerns and suggestions by direct mail to each owner and not by the use of Facebook!This is a lot of money, and a huge investment for our property and the owners should be fully informed, the HOA board should be willing to be fully transparent. With 30,000.00 the owners should be provide more than one design and one choice. Realistically our monthly dues with this project and normal increases could go up 35% there is no rush we have to get this right for the future of our investments and our Resort. We want to thank the board for their time invested so far, but this should not be the end it is just a starting point! If you don’t here from me again…. I am not dead …. I have been blocked!
I am wondering about what I heard that this idea seems to be contracted already.
I heard that that this deck is going to be torn up soon. I certainly hope not.
this is one reason about why I doubt that the current hot tub cannot be repaired
and or updated. if equipment can be brought in far enough to do this new project then
it can be brought in to do updates and repairs.
from the comments I have heard, how can anyone guarantee that
rental rates will go up? we are all held to what the competition of the
market prices are up and down our beach, as well as the other Florida gulf cities.
We, too, as first floor owners, are concerned with not having the time or enough detailed information about this project to make a discerning decision. There are many things that have been mentioned that are concerning to us. We are all for keeping up with the times, but this feels rushed and like the only say we get is yes to all of it or no to all of it without any other input. Granted, we haven’t owned our condo for very long, but we do see a major issue with the beach setup that will still exist whether or not this new project takes place. We need more details before we make a “yes” vote.
My husband and I set up this site because the only place there was a discussion about this project was on Facebook’s group Pelican Beach Resort Owners which I only learned about the Facebook group last October at the owners meeting. So when we got a list of the owners we realized a lot of the owners on the list were not members of the Facebook group. We then created this site and texted it’s location to those owners.

contract or guarantee. the next leadership they have may just to refuse to pay.
We have lost an arbitration dispute with the terrace
in the past because they refused to pay what we asked for in fees.

Only two bids and a tremendous cost of 1.3 Million and 30K paid for the ridiculous rendering we got. Can we st least get a decent artistic rendering to help us visualized what we will pay for? I’m disappointed although I may support the idea I din’t Feel I’m well informed. Also, what a legal I fear conundrum with Tower owners not paying but allowed to benefit and use the amenities for free. What a Legal conundrum we are not resolving and giving up. I feel the board is rushing into this to get done without having an apropiarte discusión and that is not fare to make this decision with currents level of information and short notice to vote. I’m not opposed to a pool in the front but I like to make well informed decisions and I feel we don’t have enough information to decide wisely. I do appreciate the work, thought and efforts board member put into this but for the reasons mentioned above I can’t vote YES at this point and time. We need more discussion and more information in my opinion before we could support a project like this, we need assurance building a pool in such short distance to the beach is safe and wise, we need more than two choices of contractors for such a big project and we need professional artistic renderings. Jose in 1502 thanks for Sharing your thoughts. How things can change in 24 hours! We are now learning that this plan may be changed after the vote. Some one on the first floor balked at the splash pad right in front of their unit and some one else asked could it be moved to the west end. Kathy responded with “absolutely “! Well I am the end unit at that end. First if it is such a horrible idea on the east end how is it now a good idea now that it’s in my back yard? My husband and I were saying this can not even be possible . They send out a packet relying on owners voting it in place and then after they get the vote they change it?? Talk about bait and switch! There are over 100 people that are not on the Pelican Owner sight that are unaware of this. Lol this cannot even be legal to deal people in the
east end and harm the people on the west end. This morning we posted the question directly to Kathy asking her if this is something they would ever do, no reply yet. This whole process has created such a mistrust the way it started I surely don’t think this is going to help. Let me ask…. Jose or any one else respectfully, would you vote yes on this if you were sitting in your living room looking at a splash pad? I don’t think the board cares who they harm but they do have a fiduciary duty to ALL owners. I’m gou g to be posting on this sight and both Pelican sights today requesting all pertaining documents. The board has made many statements and opinions based on their desires I want to see opinions based on facts. We just put 30,000 in improvemts in our unit and I am 5th generation in a family owned real estate business, I can promise you that metal Monster 15 feet in front of my balcony will kill my rentals and my ability to enjoy my property. As it will no matter where it is placed. I am looking forward to all the “reports” that say otherwise. The bottom line is the splaspad has no place Gulf front. I can’t find one place that has one in the front. I would hope the board would come to some kind of compromise on this issue. You are always going to have disagreements but coming to a Gulf front resort you have a expectation of enjoying the gulf and pool but you would not expect to have your views destroyed by a splash pad. Wants and needs are two different things, now the elevator issue is being raised and is concerning, are we going to raise our dues for that too? From my experience Pelican Beach does not warrant HOA fees, please let everyone know they cannot approve part of this and say no to other parts. If there is something you don’t want you have to vote the entire thing down and then we can start over and hopefully “scrap” that metal monster. Ha ha
My wife and I have been out of town, and I just finished reading both the proposal from the board and the posts on this site. First of all thanks to the person that set up this site for giving us a voice. Secondly, I need to complete the proxy and wand a name of a proxy that will vote NO, and give all of the owners time to make suggestions before we are asked to vote on a project of this magnitude. I am voting “no” because that is the only way to provide us with time to voice our opinions. Also, it has been suggested that the Terrace owners would be given access to the new pool for a small contribution to the maintenance cost. Why would we consider this without their HOA paying for their share of all capital costs as well as maintenance cost? This should be memorialized in a contact. I concur will all of the concerns and want the process to be changed to accommodate all owners. I do appreciate the efforts of the board, but think the process needs to be more transparent and inclusive of all owners concerns and ideas, and the only way to do this is to vote “no” on the current proposal. Linda Mizell Kathy I’m so sorry you feel that way but I was concerned when you posted the project on Facebook that owners not on Facebook were not going to be informed until they received their packet. It was not about agreeing or not agreeing with the project.

Thanks for your comments, I don’t know what unit you own but for us #211 this will devastate or resale value and well as our rental income.
There are some who have grave concerns about the pool as well being to close to units in a storm, that is something that should be heavily weighted, I wouldn’t wNt a pool sitting in my living room either!

When we raised the question of the additional liability of having a splash pad should someone be harmed. Kathy Mattingly dismissed our concerns stating they were safe. It is obvious there was absolutely no due diligence on this issue by the board. For most children or adults their illness will probably be nothing more than vomiting and diarrhea. I too have six grandchildren 7 years and under , my oldest grand daughter has Down syndrome, because of this she has a compromised immune system. A bacterial infection from a splash pad could literally kill her. So you may be thinking well I’m sure not that many kids or adults with Down syndrome will use it. Anyone with a compromised immune system is at risk. If you have MS, Type 1 diabetic, Crones, IBD disease, allergies, or simply have psoriasis, your immune system is compromised. If you do not suffer from any of these illnesses you probably would not know this. This is one of the reasons their popularity is declining. Also Kathy stated that this is just like a pool filter, NO it is not, a pool filter pumps out 10,000 gallons of water, giving the chlorine time to kill the germs and bacteria, a splash pad uses very little water therefore it pumps it through the cycle extremely quick and does not give the chlorine time to kill the bacteria. If a child poops or pees in the water it is simply recycled quickly through on to the next person.When they have tried adding more chlorine the result can be infants, kids getting chemical burns. The liability must be a consideration, because we would definitely pay the price should a tragedy occur. It is obvious the board did not research or study this at all. In some state owned parks the pads are monitored and tested a couple times a day, they must be power washed a couple times a week. certain ares in Canada they must hire monitors to police the pads to keep children from drinking the water or putting their mouths on the equipment, or remove children with dirty diapers and they must display a disclaimer warning of the dangers. Are we prepared to do these things? It is obvious nothing about this splash pad was researched and it should have been. Kathy has voiced a lot opinions that were derived solely on desire… and not on fact. This is just one of the many reasons this splash pad is not a good idea for Pelican. More reasons not to have a splash pad to come……

I think we should survey every owner and see if they got them. I think the problem with email is people don’t recognize the sender they won’t open.? I would have not recognized you execpt I was told it was coming.this whole process has been as transparent as mud, I don’t even trust that they mailed everyone one!
This is an insult on nearly every level and will be voting NO. We are not on Facebook and we have not received our package by mail yet. We only found out 2 days ago about the pool,etc. project.
As you have read on this forum we only found out about this from overhearing a conversation while we were there last week. My husband and I have tried every way available to us to get the word out. We have been an owner for twenty years and have never experienced this kind of behavior from our board.
We have just received confirmation that if you are afraid your vote will not make it on time, since now we only have six days to get it there by mail, that you can fax it to (850) 269-0511 or scan and email it to hoa@pelican-beach.com. If you email it you could cc yourself to make sure it goes through.
You only need to put your unit number on the first page You do not want to check general powers. Then on the second page you need to vote either yes or no, date it and have all the owners of the unit sign it.
I feel it was not appropriate that it was worded in the instructions to check the blank next to yes following the question.
have you ever gone to dinner with a large group of people and you ordered what
you could afford and wanted on the menu. And then when the check for everyone
comes, there is one person that ordered appetizers for the table, which you could not eat for diet reasons , bottles of wine for everyone, which you only drink a half glass to be sociable, and they order the most expensive meals, and they have brought their 5 kids to dinner also, and then they suggest to the waiter when the bill comes we will just split the bill evenly.
does this sound a little bit like that,
When people bought their units, they bought what was there, not want they
want to change it to so everyone can pay for it., it seems like investors buying
more than one unit want us to share their bill. just thinking
I’m sure everyone has probably already decided how they are voting but since we have seen owners still visiting this forum I wanted to make one last point. It has been presented on Facebook that a no vote means you do not want to see any improvements made to our resort and you are okay with just letting it age as long as it doesn’t cost you anymore money. But that is far from the truth I have watched my HOA fees go from 150.00 to over 400.00 dollars the last twenty years because things have gone up and updates have to be made. There has also been many times when our HOA fees went up for several months to pay for improvements, damage caused by hurricanes or loss of revenue to pelican management for the oil spill a few years back. So we do understand things cost money.
But Pelican Beach is more than just an Investment to us we have watched our then teen age children enjoy when of the first beaches they had ever been on and except for when my Mother was dying we have been down to Pelican Beach every Thanksgiving. My grand boys are now getting to experience how wonderful being on the beach is. We see Pelican Beach as a community with all kinds of people young and old looking for a place to enjoy their time with their family and not just a profit maker.
So if you vote no on this project that was presented without any discussion and any reasonable time to gather information it does not mean you don’t wan’t future improvements to the resort.

I am so furious right now…… this morning Kathy Mattingly used Cat Stevens, saying our realtor at Pelican supports this whole heartily. Well asi turns out SHE does not.,she told Anna today she was never in support of the splash pad as that out front will kill the lower units in resale and rentals. She only supports the pool. I don’t know who actually wrote that fluff piece in the packet but apparently it was not Cat. As I know there is not a realtor anywhere in Florida who should say my resale value and rentals will go up with this eyesore 15 feet from my balcony!! I guess there is nothing or no one Kathy will not throw under the bus to get what she wants but I do know first hand this is not the first time Kathy threw Cat under the bus!
I have a few more thoughts on this project. I wonder what the max occupancy number of the pool is, I would guess it is a small number percentage wise, and would not really change anything on the beach. I assume the people using the current pool would migrate to the pool and then we would have the pool on the side not being used.
I have also thought of this imagined bar, have you seen the line on the boardwalk
at the tiki lately. where are people going to stand in line at the imagined bar.
i doubt the pool would be heated and now this makes this only available about 6 months.
The snow birds in my opinion will not be too impressed as they would not have a
place to gather in a semi quiet setting.

I am wondering when you hear so many things , how do you determine
how much truth is in any of them.
The by laws are one thing , but the spirit of working with all members
of a group are another.
What do the bylaws say about, repealing any previous actions taken?
How much thought has been given to creating a hardship on the other
members , I doubt very much because there have many too many ” rules ”
created.
What is the status of negotiations with several beach service vendors,
and changing of the rules of the beach? The owners should have a voice
and if necessary a vote in this.
Anyone heard anything on committee for pool project? What are they doing to move this forward?
NO. I have not seen or heard anything about it, since the vote and newsletter.
I assume they have already had meetings but have not heard anything on discussions
or options.

I received my HOA owner meeting notice today.
My name is Darrell Mizell, not the wrong name on the ballot of David Mizell,
I would like your vote for board of directors of Pelican Beach HOA.
I am reaching out to you today because there are many owners that did not vote
on the last special pool project vote.
One of my first concerns is for this past vote, it was rushed through,
legally yes, but behind the scenes, I personally was told, that we were not suppose
to know about it. Feel free to contact me about the details if you like.
I just talked to someone today and they said, that they did not receive the pool project vote packet , but they would have voted no. So i wonder how many others
did not receive the mailing.
The other candidates for consideration are totally in agreement with the project,
but I am not, and I would like to have a voice on the board for other owners who don’t agree with that decision.
I want to be sure there is transparency on the workings of the board, there are
many decisions and rules created that only a small number of owners want.
But all of the owners are not being notified for their thoughts. ( Agree or disagree.)
I am concerned about the large percentage increase in the monthly HOA dues, as
well as so many other issues.
Has anyone else noticed the income for this year is down. There is a reason,
probably negative reviews because of the overly strict beach rules.
These beach rules are currently up for negotiations and I and others have
asked for status and our position , but I do not know of anyone who has
been given an update.

Just want to make sure everyone got the email from the pool committee with the two plans, they are taking. Survey on which one you want, we really like plan B and hope you all will vote for that one. The lower units will not be harmed as the obstructive splash pad will not be included in that plan. The B plan has a beautiful walk in pool for the kids at one end and at the other end is a step in pool with seating along the side, it is really beautiful! If you did not get an email contact Kathy Mattingly emmediatly the votes need to be in today!

REASONS TO VOTE NO ON THE SWIMMING POOL PROPOSAL.
1. ESCALATED HOA fees. HOA fees will increase dramatically. Swimming pools are money pits. Staffing, maintenance,chemicals,repairs and more repairs. One of Northwest Florida’s most beautiful and inviting pool areas is in Panama Beach at Shores of Panama. The maintenance on this pool has driven the HOA fees so high the condos are difficult to sell due to the extreme high HOA fees.
2. The board has told us Pelican Beach has a very high occupancy rate. So if we have high occupancy rates what is there to gain by adding a 1.3 million dollar pool? And remember there are always cost overruns, so get ready to dig a little deeper into your pockets when the people who promoted this come asking for more money!
3. Pool location is problematic for the next hurricane or tropical storm. Installation of a new pool complex at that location is a weather-related disaster waiting to happen.
Many people have said that one reason they purchased at Pelican Beach were the HOA fees were reasonable. As such the condos at Pelican Beach are now in high demand. With this new swimming pool complex the HOA fees will continue to escalate every year and will be out of our control. The escalated HOA fees will have a negative result on sale prices on our condos.
My background is commercial real estate. I am overly familiar with occupancy rates and expenses. Pelican Beach is not ready for this expense at this time, maybe in a few years down the road.
In Reading several other comments regarding the beach vendor service, I agree that the current beach Gestapo service has got to be revised. Too many negative reviews are causing tourists to seek other complexes that are more Beach friendly in setups. If a vendor wants our business then they must accommodate us. A vendor should not dictate to the owners what they want or what they need. They’re working for us! How about a first-come first-served set up process just as we had for the first 15 years or so?
I, along with many others, resent being ridiculed or harassed by Joey and his Beach umbrella patrol when setting up my umbrella in the front row when I was there before they were early in the morning! That’s not right!
We need to seek out a more friendly beach umbrella vender or Pelican Beach needs to allow umbrella setups by owners or guests if they set up prior to Joey and his thugs!
